he United Nations has repeatedly pointed out that a universal healthcare
system would play a key role in the development of Africa. In 2014, the
government of the Côte d’Ivoire, led by President Alassane Ouattara,
decided to set up a universal medical cover system (CMU): a programme
intended to respond to the problem of difficult access to healthcare by segments
of the population. The challenge was to drastically increase the proportion of the
population enjoying social cover. At the start of 2014, only five percent of
Ivorians were covered.
Zetes is setting up the infrastructure for the biographical and biometric
registration of citizens and the biometric database, which ensures the
integrity and uniqueness of the data collected. Cards that comply with the
security standards for identity documents are then produced and personalised.
Finally, they are given to the beneficiaries.
Together, Zetes and SNEDAI have been managing the Ivorian biometric and
electronic passport since 2008. Following the recording of their personal data,
more than 600,000 people have received one of the most secure passports
in the world.
Diane Kamna, general director from SNEDAI said, ‘CMU is an effort to improve
the health cover of all Ivorians, whatever their income, by making it compulsory.
The authentication of its beneficiaries is the cornerstone of the CNAM system
for handling reimbursements. The success of our current collaboration with Zetes
gives us every confidence that CMU operations will run smoothly too.’
Alain Wirtz, chief executive officer of Zetes, added, ‘This new project, which is
due to run for seven years, is the fourth task that Zetes has taken on for the
Côte d’Ivoire. The African continent still has many needs in terms of identifying
populations. By handling every stage of the process, from registration to the
production of cards, we are able to offer out partner all the security guarantees
that are necessary for the protection of citizens’ data.’
This project will contribute to the company achieving its objectives for 2015. It is
expected to start bringing in revenue in the first half of the year.
